Can anyone recommend an affordable and reliable web hosting?

I want to build a forum, but I am a novice. I’m looking for something very affordable, but I don’t want to sacrifice reliability or limit my data transfer capabilities too much. Who should I go with that will be user friendly for a first-timer and give me a good price. I also want to avoid annual contracts and would like to be able to upgrade my services at a later time.     Eh, I advise you to ignore the other people in this question who are advertising their own services. Now I’ve been doing this web development thing for a few years, and am familiar with the ropes.
